Can't get dxf to scale correctly

I am importing a DXF from Pepakura:

Looks correct unfolded:

Import settings set to inches

Result is huge

Corresponding edge length is 42.1045

It’s also huge in Autocad so it could be an issue with the software exporting the file.

Scaling by 1/192 (actual scale factor of model) , 1/12 or 1/16 or any other related value does not get me to the correct size.

Try scaling it using your known value along that line you show in the image.
Scale
Select the model
pick your first point as in image
then your second point
type in 1.66"

This works. I chose to export the files as SVG anyway which doesn’t have the scaling issue.
