Maybe over a procedual texture (as a start point)
you could certainly simulate it with a noise material in the bump that is simply stretched in one direction, here i set the mapping to custom and rotated it, maybe close enough? play with the opacity and the refractive index a bit and voila.
i used Rhinos cycles though, just saw you were looking for a vray result, but maybe give cylces a go once either
