The addition of the gumball scale handles ability to snap to zero replaced my need to run the SetPt command in 9/10 situations. I love it. What if the gumball scale handles could snap at other intervals such as -100%? This would allow users like me to quickly and precisely mirror objects on the fly.

It does.
yes. however, I’m arguing this can be done with a single gesture instead of some combination of clicking and typing. Why make the user do this when I could just drag and snap?
How do you ‘snap’ a scale handle to a %?
The same way the scale handles snap to zero now, which pancakes the selected objects, effectively performing a SetPt.
This is the existing behavior of the Gumball. When you drag the scale handle close to the center point, it snaps there.
If the user keeps dragging the scale handle in the same direction past the zero point, there would be another snappy moment an equal distance away from the zero point where the handle originated. Perhaps this -1 snappy moment would be demarcated with a visible point, perhaps invisible but still snappable.
Is there a way to turn off this snapping behavior?

I’m using - 1 scale a lot and having it embedded into dragging mode would make it faster.

yes, don’t use osnaps. Or run them disabled and don’t hold the alt key when dragging.
or turn off snappy dragging in the gumball settings.
