Plug-in vs Rhino Developer

I’m confused about the point of having “Plug-in” section on this forum. Every question I posted in that section was moved into “Rhino Developer”.
I’m not a rhino developer, I’m making a plug-in for rhino…Then, reading description of “Rhino Developer”:

Discussions related to customizing Rhino through VB.NET, C#, C++, RhinoScript, and Python

Isn’t it exactly what a plug-in does?

The plugin section (and all the subsections) are for the users of finished plugins (and their creators) to ask questions. The actual making of plugins belong in the developer category.

PS And if you are making a Rhino plugin, you are a Rhino developer as in “you are developing for Rhino”.
