Having same picture frame problem since migrating to new computer running 10.11.6
Was not a problem before on old computer - worked fine, using
run PictureFrame then drag/drop the desired image file into the open dialog.
does that work for you?

i’m not at a computer right now but maybe the image is too big? (14000px wide)
you can open it in Preview.app then resize it to something smaller (say, 4000px wide), then try it again in Rhino.
that said, i’m just making a guess and don’t know if this will solve anything.
Incredibly frustrating as picture frame did work on previous mac computer.
Picture frame on rhino 5 windows (using bootcamp) opens all files used previously, so I don’t think there is a problem with the files as such.
Did get a result on mac though by changing the dropbox folder status to ‘shared’.
This status change is not required for the jpeg to be read by rhino windows.
File size changes as suggested made no difference.
