What seems to be a standard operation produces bad results on a basic sweep 2… Any ideas?

Without seeing the file, this will be just another educated guess: When you select the 2 rail curves, make sure that you select them in the same “area” (actually, on the same side of the seam(s) of the closed curve) - eg. as shown here by the dots:
If you select them on opposite sides, as shown here, it’ll twist:
Rhino has no way of knowing your intentions, so you need to indicate what direction you intend for it to sweep the profile(s).

Edit: Or you can - most of the time - just select all 3 curves and call Sweep2. Then Rhino will do its best to sort out your input, and in obvious cases like this, it rarely fails.
