Okay I can finally replicate this. It only happens on some of the getlocale categories. I will look into this and get it fixed:

RH-81130 is fixed in Rhino 8 Service Release 15 Release Candidate

I just installed Rhino 8 Service Release 15 Release Candidate and tested the pandas import. It works fine. Is your solution in 8.16 or already released in 8.15?
