I open a DWG and the top view shows everything as wanted on the paperspace layout. Viewing the layout the fonts are all huge. Making a new layout shows the same issue. I have played around with styles and units but can’t find a solution.

Are you using Rhino 5 or 6? Mac or Windows/

One quick fix that you can try, is to disable Rhino’s Layout space scale in Options -> Annotation. (On Mac Rhino go to File -> Settings -> Annotation.)
When uncheck, this setting will display the text height in model units in the detail, so it’s size is adjusted by the detail scale.
With this is checked, Rhino displays all the text in both details and layout, in layout units.
So if text in the model is 12" high which is common in AutoCAD files, then on the Rhino layout, it displays 12" high, and if the sheet is only 24" high or less, you can see the problem.
