Change all toolbar button appearance as Both image and text?

I want to set all toolbar button as Both image and text.

I can change one button appearance into Both image and text at Tool bar Properties > Toolbar button appearance.

But it is hard to change all button by this.
It would be appreciated if you could tell me how to change all toolbar appearance at once.
