We are looking at utilizing the grasshopper live link to connect an Excel based workbook that is used by our engineers to create steel parts and UDA content.
Is there a way to have changes to those parts in the Tekla model push the data back to that Excel workbook?

Yes, if you download the Lunchbox extension for Rhino/GH you can use these two components.
Go to Rhino–>Tools–>Package Manager–> Search for Lunchbox and then click install
