@sam, @brian Would it be something positive to require people to choose a category before the post is uploaded - much like a title is now required? Is there any advantage to having uncategorized posts? I feel this happens mostly because people just forget to specify the category…

I don’t see any point in requiring this and I think some people don’t know how to give a post a category. When I see these posts, I quickly give them a category. I noticed that other’s with my “admin” level rights do the same.
I don’t have a strong opinion on this; I think it’s just as useful to have
people post without a category if they don’t know where it belongs, and
then have a moderator update the category.
