Request - Copy Objects to Layer works for objects in Worksession reference files. This would allow simple copying of reference objects to active file with objects in desired layers.
Current work-arounds:
Make desired layer the active layer.
Select objects to be copied
CopyToClipboard
Paste

Make desired layer the active layer.
Select objects to be copied
Copy with Inplace option
