In 9.0.26027.12305, 2026-01-27, it doesn’t appear possible to create common datums such as the one shown in Fig. 12 in https://nvlpubs.nist.gov/nistpubs/jres/104/4/j44mac.pdf

Here is the Rhino GeometricTolerance using the common datum.

When we pick ok, to add the geometric tolerance block to the file we see this:

We have logged RH-92043/Dash-Needs-Additional-Formatting

We will let you know when we have a fix for you to test.

Also, each datum could have its own feature of size symbol. Here is the example from Fig. 12 in the linked PDF:
