Which modeling technique to use for this object?

I want to model this specific object.

I tried a few ways but I’m not satisfied. What I achieved was to model the “mounds” separately and placed them side by side. I didn’t like it because it looks very different from the interaction between the “mounds” of the original object.

I tried to do it with a SubD, but I didn’t like it either.

How can I approximate my modeling to the shape of this object?
