Where is the create wire template?

I follow the step by step video in Step by Step Videos – MFis GmbH. However, in the forth step, I cannot find the two buttons, create wire template and draw new stitch wire.

Does anyone know how to find these tools?

Those icons do not look familiar to me at all.
Are these from a plug-in?

I am not sure. I did not find any information about them from google. And the video only shows the step to build the bonding wires, without details.
