What's the BEST format to be converted to Rhino?

Because I’m go to order a 3D map form Hong Kong Lands department. It provides 3 types of format I can download: 3DS, MAX and VRML.

I’m wondering which one is the best format to be converted to Rhino.
And if you have a nice software can convert the format better than Rhino’s import, please also tell me.

Rhino doesn’t read MAX files. That leaves 3DS and VRML. In my experience, VRML support depends greatly on the application that wrote the file - in other words, I have vrml files that do not load in Rhino. But I suppose you could just try?
