What is best practice here join beam with fillets to non fillet end shape

I get the feeling in order to create the scallop and network curve it, the filleted edges need to be without the fillets !
work with non filleted edges until all shapes made, then fillet.
though fillet wasnt used, circle tan tan rad 0.05inch was used on the axle profile before extrusion.

Just what steps to take to get the end and the axle as one item ?
collars are needing filleting to the 1.5inch wide item afterwards.

and why have my objects got thick black lines when they were pasted into a template, the same template used to make them !

Maybe something like this:

axleX.3dm (2.7 MB)

For the outer part just extend the extrusion and connect with fillets.
