is there a way to set the offset distance to a curve with Osnap

Are you asking about creating an offset curve with the offset distance selected by snapping to a location? If so then:
Offset command
Select the “ThroughPoint” option
Select the curve to offset
Click on the point/locaton for the offset curve to pass through
