Is it Windows or Rhino system bug? The file was saved as V9.

Rhino and Windows have no idea as to what specific version of Rhino (or whatever program really) wrote that file. Windows only knows that all files ending in .3dm is set to be opened by Rhino 7, which is set in the Win settings (Apps>Default Apps>Chose defaults by file type). So as long as all Rhino files have the same file type (.3dm), you can only have one program registered as the default program to open said files - no matter if it came from Rhino7, Rhino 8, Rhino 9 WIP or Wordpad.
