a 3dm file of how fare you managed and what does not fit your requirements.

my answer to your question by brutal vague guessing:

sweep1
fin (a distance to represent the taper)
loft (the initial rail with the new edge)
sweep2 (if the surface is more complex)

there might also be some fancy workflows with flowAlongSurface…

but all this stays in the dust without any example.

thanks for your note! created a second rail and used two rail sweep; the geometry of a bending tapered tube is not nice

If you need circular cross-sections then us Pipe command. It can create tapered pipes.

It is difficult to help using only a screen capture. Upload your geometry in a Rhino .3dm file by clicking on the vertical arrow icon above where you type a post, or by dragging the file to where you type a post.
