Using of Scale NU - keeping the upper part instead of the bottom part

I am using scale NU to scale several rectangular surfaces. However, I just want to keep the upper part instead of bottom part. I cannot use “move” to set a different base plane as the rectangular surfaces are in different heights (scaling is not a problem as it uses %). Any alternatives? Thanks.
