I can’t select a layer even though it is unlocked
Hi - if you are trying to select geometry that is on an unlocked layer, it is possible that the geometry itself is locked. If that doesn’t help, please post a 3dm file that shows the problem.

Hi - expect for some geometry on the green Layer 04 layer (deleted in this picture), all of your geometry is on locked layers. You need to expand the parent layer to find the locked layers.

Hi - there’s a huge amount of extremely short straight lines in those curves.
I would recommend to join these and rebuild to a much smaller amount of points - in the attached file I used 20 points because 4 segments of your curves were 20 points each. The flat upper and lower parts of that shape can be made with EdgeSrf or PlanarSrf.
You should play a bit with the rebuild settings to see if you can simplify those curves some more while still keeping the shape that you are after.
