Unity equivalent to Transform.ChangeBasis()


I would like to ask question about Unity and Rhino Transformations.

Rhino has this method Transform.ChangeBasis(plane0,plane1) and output a matrix.

What would be an equivalent in Unity to get transformation matrix when transforming from one object to another?

Can you share the code? It would be a great help.

I tried to search on unity side, but could not find the solution, as you say it is not CAD.
And I try to transfer geometry from Rhino to Unity, and any Quaternion / Euler values for rotation I tried just fails because of different origin system.
