Why I’m unable to use any tools when zoomed in? The cursor turns into “not available” and I have to zoom out in order to be able to draw.

Every viewport in Rhino has an active construction plane (cplane), and if you zoom past this construction plane, bringing the position of the camera beyond the cplane, Rhino no longer has any idea where to place the points of your line/curve. They would potentially go to infinity. You need to either
a) bring your view back to the “correct” side of the cplane
or
b) activate Osnaps (end, near, mid etc.) so that Rhino once again knows where to put your control points (if you have “planar” turned on, then just for the first point, as you will then have established a temporary plane for your line/curve)
or
c) change the cplane so that it’s visible in front of your current camera position.
