That’s fine, although there are some things in the appearance variant that aren’t in the Toolbars one:

So the linked files bit is missing from the toolbars standalone panel along with its +/- & Open/Close /Save menu.
However if you are gonna do that, (for consistencies sake) it’d almost make sense to split out the remaining colors & containers into thier own panel’s and icons as well. Just a thought.
On the Windows side there is no longer a “Toolbars” section under Appearance, it got moved back to its own section (like it was in V7) in 8.2 or something - they probably forgot to do that for the Mac.
Otherwise, it is pretty much the same -
There is no longer a window with linked files showing, opening and closing is done via the File menu. The open libraries (if you have any) are in the uppermost section which is a dropdown.
As I said, Window>Toolbars (or typing the Toolbar command) gets you the same window, but independent of Options.
