# ToggleOsnapPanelUnderCursor applicable to every window?

is it possible to define that behavior globally for commands other than osnap panel?

globally? no.  
some other commands/panels/palettes can do it too but not all.

but if you want, say, `Line` command dialog to pop up at cursor then no, i don’t think there’s a way.
