Hi, I have a DWG which on open or import loses a lot of its blocks. No difference in behaviour on Rh7 or Rh8.
The geometry on the DWG is located far from origin.

Thanks for providing the file for us to look at.
You describe that the DWG when opened in Rhino appears to “loose” blocks. And yes this is exactly the same in Rhino 7 & 8, and even earlier Rhino will have the same issue.
When I open in the DWG in AutoCAD it explains why your are having the issue. This DWG was created with an AutoCAD “vertical” product, specifically the message indicated AutoCAD Civil3D.
This article explains this issue, but in summary the objects are not available for editing without the ARX application loaded that created them. That is by design. In this case, it is the AutoCAD Civil3D, ARX addon to vanilla AutoCAD.
Vanilla or plain AutoCAD offers to display “previews” of the proxies, with the “Show proxy graphics” however, they cannot be modified or transformed in any way, they are simply graphics.
Rhino opens the file and the structural grid looks different or incomplete, because the proxy object can not be imported or displayed in Rhino.
Current DWG import libraries that that Rhino uses do not support the proxy objects created by AutoCAD Civil3D and can do nothing with this proxy geometry. Errors are generated that objects are skipped.

As you can expect this is by design that Autodesk wants you to stay with AutoCAD Civil3D for your work.
With that said, we have logged a feature request for the Rhino importer to be upgraded and additional libraries to support the AutoCAD Civil3D and AutoCAD Architecture object if possible.

And also we looked at restoring the plane view of the current construction plan in AutoCAD Pohj_laituri, so then the file is opened in Rhino the orientation matches AutoCAD. Hopefully you will see this when this issue is fixed.
