If you modify an annotation style by using the “Scale all Sizes” button in the annotation style properties, the text does not update to reflect the new size onscreen until the text content it is actually modified somehow. Refreshing the screen does not help, and one can also do a whole bunch of other intermediate operations and it will still not update. And even more surprising is that if you undo the modification of the text that forced the update, the text size goes back to the original (wrong) size. So the text size does not agree with what is shown in Properties.
Oddly enough, dimension texts do update immediately after editing the annotation style.
