Every time I use Symmetry command, History recording is automatcally turned off. Is it a bug, or a feature? I use Rhino 7.31.

Did you properly enable history before using the symmetry command?
Try to avoid left-clicking history to enable/disable it.
Try to access history menu only by right-clicking it and set it up to something like this:
… then use symmetry.
(left-clicking history would toggle on/off only up to the next command, then it reverts to previous state… maybe a bug, i don’t know)
Why not? Is it a bug? As far as I remember, I had similar history problem with dimension.

Toggling history with left click will toggle itself back after any command.
Toggling with the right-click drop-up window is permanent.
