Need a little more information:
a) Do you have a version of this with construction lines?
b) Are the slight variations in length of, say, the middle arc of bars intentional? If so, are they actually necessary? Consistency would make this easier to work, especially if you intend to produce a full circle.
c) Is the ring intended to be a true circle? It appears to be very slightly elliptical.
Also, one initial observation: you appear to have tolerance set to zero for this document. You need to set a value, typically between 0.01 and 0.001. See the help file and https://wiki.mcneel.com/rhino/faqtolerances
