Why stitch option doesn’t work in this case? I select 2 edgeloops and there is an error. How to join them?

Why stitch option doesn’t work in this case? I select 2 edgeloops and there is an error. How to join them?
Thanks, it works. It would be nice if the Stitch command did it itself, like blend surface command adjust surface. You don’t have to rebuilt it.
