Shift-Alt-drag to copy stopped working. how do I fix it?

Apparently I accidentally changed a setting, and now shift-alt-drag to copy components doesn’t work.

how do I fix it?

apologies for a super basic question. I couldn’t find an answer with searching the forum because the terms are so common
