I am working on getting Rhino and Grasshopper set up for my office. I was wondering if anyone knows if it’s possible to have a common directory for plugins that anyone with access to our server could point Grasshopper to for plugins?

If using Windows, have you tried Link Shell Extensions (“symlinks”)?
With this functionality I have even deceived Adobe Lighroom to expose its picture repository to all on the (home) network. And many other dirty tricks.
