The ShapeDiver Component “3dm Export Options” won’t accept “8” as a Rhino 3dm File Version Number.
Perhaps it defaults to 8, but this explit exclusion raises an eyebrow.

You can only export to Rhino 8 if you are working in Rhino 8. Can you confirm which version of Rhino is throwing this error?
I tried reproducing this using Rhino 8 SR 24 (the latest service release), ShapeDiver 1.29.1, but it works as expected. It looks as if Rhino is loading the ShapeDiver package for Rhino 7 instead of Rhino 8. This would also explain the other issue you are experiencing (loading error on .NET Core).
Somehow I believe Rh8 was indeed loading a package for RH7, although I couldn’t locate one.
Deinstalling and re-installing ShapeDiver cleared up the issue on my machine.
This route cause is probably the same as in this post.
