Select line shift tab gridsnap fails V8

Hi,
V8,
Top view.
I select the line, hit shift and tab to constrain the move up down in ortho, wish to snap it to grid, turn on snap to grid and it refuses to snap to grid.

why ?

Now this is driving me mad, again and again I am snapping lines to grid and they refuse.
Why ?

has no one else suffered this ?

BASIC FUNDAMENTAL FUNCTION HERE .

I have to draw another line, to the grid, then snap to that, but surely snap to grid should snap to grid ?

a test for anyone, draw a horiz line near a grid line, select it hit shift and tab to constrain move to up/down and try to snap to grid with it.

but SmartTrack is ON, and its doing that as such.
have just tested again, smartTrack ON
draw line just south of a grid line, select line, turn on grid snap, move it with shift and tab, and it wont snap to grid.
