imo, Selection commands should override any filters I might have active.
Especially in Subd workflow it happens a lot that I want to select all curves when I am in face selection mode. Sel… commands are sort of filters themselves so to me it makes sense that they ignore any selection filter that is active.

I think the worst part is that some tools in Rhino do override selection filters, but not all… again, it’s another thing that’s very inconsistent with the Rhino UI.
