There are several options:
1: Scale commands Scale1D Scale2D ScaleNU
note how you start scaling from a snapped point and then snap to the reference point and enter the desired new length. There is a commandline option to copy the scaled result or not
2: Turn on the controlpoints of a copy of the rectangle and move the controlpoints 2mm to the desired new position
3: The BoxEdit panel. Make a copy of the object ( CTRL+C CTRL+V) and apply the desired boxedit
