Rotate on object's local YZ plane

Hi everyone,
I’m been trying for several days to rotate these louvres (like normal window louvres) but can’t seem to find the right rotate tool or plane combination to get the desired result. At the moment the louvres rotate individually on the XY plane but I can’t seem to get them to rotate in the YZ plane. Any tips on how to achieve this result would be greatly appreciated.
