Rotate Curve With Fixed End and Snap Loose End

I need to rotate a curve with one end fixed to snap to another curve.

As you can see, the start stays fixed, and when I rotate, I want to snap the end to the vertical line. I can’t for the life of me figure this out. I tried FixedLengthCrvEdit but it doesn’t snap right. Thanks!
