When I go to Import from the Material Library on my new Rhino 8 Installation, there’s nothing in the folder except for a folder called Textures.

Have you tried repairing the installation from the Windows Control Panel?
Apart from that, you could probably try the DownloadLibraryTextures command.

Thanks Wim, but repairing (and restarting) did not put anything in that folder, and running DownloadLibraryTextures had no effect but gave this CLI response: Unpacked textures for 0 render content files
I am having the same issue. I have tried the same suggestions of repair install and DownloadLibraryTextures with the same result. Is there Material Library content available somewhere to download?

For other reasons, I reverted to R7 last fall not long after reporting this, but I am about to use R8 again. Does this bug mean that the Rhino materials library has been inaccessible to R8 since then and continues to be?

@djhg - Have you recently tried Rhino 8 to make sure that the folder(s) in the render content are still empty?
@Drew3 - Can you confirm that “the same issue” is that those folders, when checked in Window Explorer, are empty?
Both, could you try the Rhino 9 WIP? Apparently, folder handling works somewhat differently in this version and it’s possible that the content is being generated when installed.
