Vector print output uses layer order to determine the order objects are printed
Rhino 8 has a test command named TestPrintSortOrder that switches to vector output sorted by object type first then layer order which would probably fix things for half the users out there instead of the current layer order then object type. We are investigating making this an option in the print dialog in the Rhino WIP.
