What do you have your Options -> Modeling Aids -> Nudge keys set to?
When I change that from the default “Option + arrow keys” to “Arrow keys”, that seems to work fine here.

Hi Wim, thanks for the reply. I figured out what was causing it.
I’m using the Crossgems plugin by Crossbytes3D in Rhino 8. The problems with moving objects seemed to start when I tried using Crossgems with Rhino 9 WIP. Since there isn’t a Rhino 9 (WIP) update for Crossgems yet, it apparently caused issues with moving via the arrow keys. After I removed it, moving with the arrow keys works again.
