A bug on Windows that required a user to press Preview in the ReduceMesh dialog was fixed in Rhino 8.14 - RH-84405 ReduceMesh: Mesh won’t reduce without preview
You can change the download frequency to install the public release candidate, or wait for December 10th when that becomes SR 14.

P.S. I tested the “Press Preview” in rhino 8SR13 and it worked. Problem Solved.
