Recently used toolbar not working correctly anymore

I use the recently used toolbar extensively, and it’s been working correctly until two updates ago. The way it has been working, and the way I think it should work, is every time you push a button, whether from the recently used toolbar itself or another toolbar, that button is added to the front of the list. If it was already in the recently used toolbar, it moves to the front. This is ideal for the recently used toolbar because as you work on various parts of your project, the things you are currently using are always at the front of the line and easy to find, and things you stop using fall further down.

Two updates ago, this has stopped working, and now the buttons in the recently used toolbar stay frozen in place. This means I have to keep hunting down the buttons I want, and they don’t self-organize at the beginning anymore. This change in behavior has made the recently used toolbar very clumsy and difficult to use, because it is no longer adapting to my current workflow.

Is there some setting I can change to get the previous behavior back again? Having the icons move to the front of the list every time I use them is extremely useful, having them stay frozen in place makes it nearly useless, because I can never find what I want, even if I just used it 4 steps ago. Things I rarely use end up cluttering the up the toolbar, and never fall off, because nothing ever gets put back to the front of the list.

If there is some reason putting buttons to the front of the list is broken, can you please make it optional so I can have the previous behavior back? It’s extremely important that every time you use a button it ends up at the front of the list, so rarely used items can fall down, and eventually fall off, and it keeps the 4 or 5 buttons you are currently using easy to find at the front of the list… and those 4 or 5 keep changing depending on what you are doing.. it’s self-adapting, and it was very helpful.
