Rebuild WIP: Point Count can be set too low for degree in Tolerance mode

Rebuild WIP: In “Rebuild to tolerance” mode the “Min Point Count” and “Max Point Count” can be set to value less than the minimum number of points for the specified degree.

When non-valid for the degree point count is used the resulting curve has the same point count as the previous use of Rebuild.

If you switch to “point count” mode from “tolerance” mode with the Min Point Count too low the the Degree does not update based on the Point Count. The result uses the degree allowed by the Point Count.
