The default tolerance in the Rebuild dialog is 0.0000 when I’m working in inches. I think it should be some other number.
@phcreates yes this is confusing, I agree. The default is actually not 0 but your document tolerance.

Is it supposed to show absolute tolerance? I can’t seem to get it to show anything other than 0.0000 no matter what absolute tolerance I set (I actually only tried 0.0003, 0.003, 0.03, and 0.3, but no change.)
yes that’s the idea, but it currently doesn’t show that, but it will use the doc tolerance as the minimum.
For example, if you set your doc. tolerance to 0.1, any value that is 0.1 or lower will have the same effect, because it will simply use 0.1 as the minimum value.
If the YT gets resolved you should see the document tolerance when starting Rebuild to tolerance and you should be able to set values lower than your file tolerance as well.
