I attached my file. Inside the file you would see the GF Plan and 1F have settings that cause my Gumball and all my visual aids (e.g. the selection box) to be bugging out.
I exported these layouts from my files which have similar issues as well.
That file behaves as expected here. I see from your video that this only happens when the detail is in Shaded mode. Have you tried resetting that display mode to its defaults?
Also, please post the output of the Rhino SystemInfo command.
