Why is the front part of the view cut off even though I didn’t apply a clipping plan like in the image above?

Rhino auto-computes the near and far clipping planes based on the scene but it’s possible to somehow move the camera and target in such way that this overrides the automatic behavior. It looks like you are using a very short lens and are somewhat far from the origin. You could try running 4view twice and return to the geometry to see if that clear things up. You could also turn on the camera to check the positions of the near and far plane.
Apart from that, we’d need to see the 3dm file to not have to guess what’s happening here.
