Points rotation from image

Hi guys, i need help. could you please help me to make those points from image. (like this)appreciate your help. thank u！

It seems to be a rotation based on distance from center.
Just make a grid and evaluate each point distance from center and use that value into a function to determine the rotation amount.
In the attached example 2 simple cases, linear function by distance, or the Maelstrom transformation…
