First of all - did you download the updated version from the link in the official post?

Does anything happen when you run the executable? What Windows version are you on? And, finally, did you try to run it from your desktop?

@DavidEranen, I downloaded a file called DE_TestApp-1.01_RN.exe and pasted it to the Desktop. When run a small window opens and closes immediately. My Rhino is English, btw.

But using Google I figured out what to do to keep the window open and it says:

Do you know what Intel HD model you have? You can find out by opening Rhino and going to the OpenGL screen on the Options dialog.

Okay. We believe it fails because the HD 3000 model is close to 5 years old. This is good information, thanks!
